2008 Small Project Option
The Public Utility Commission of Texas (PUCT) mandates in Substantive Rule ยง25.181 that all transmission and distribution utilities that fund Residential Standard Offer Programs provide a set-aside fund for smaller contractors to reserve funds for small single-family & small commercial projects. In response to this requirement, Oncor has developed the Small Project Option for the Residential and Small Commercial Program.
The PUCT has issued program criteria for the Small Project Option. These criteria specify who may participate as a service provider and the specific types of measures to be installed at a project site. All projects implemented under Oncor's Small Project Option must comply with the Texas Electric Choice Act, the PUCT Energy Efficiency Rule, and PUCT program criteria.
The Small Project Option is a simplified version of the Large Project Option. This project option is ideal for those interested in participating on a smaller scale, regardless of company size. The Small Project Option limits the minimum invoice payment amount to $500 and the maximum payment amount to $5,000. Only one invoice may be submitted per week. More detailed information concerning the submittal of production reports can be found in chapter 3 of this program manual. Service providers may continue submitting production reports for this project option until November 28th, 2008, or until all budget funds have been exhausted, whichever occurs first. Hard copies of Production Reports and of Host Customer Agreements and Customer Certificates that accompany projects included in a Production Report must be submitted to Oncor such that they are received within five (5) business days following submittal of the electronic version of the related Production Report. The date Oncor receives the signed, hard copy of the production report will be the effective date of receipt.
Oncor will pay service providers a fixed price per kW and kWh of savings. This "standard offer" price has been determined by the PUCT, and is the same for all service providers in the Residential and Small Commercial Small Project Option. Service providers are NOT eligible to participate in Oncor's Large Project Option and Small Project Option at the same program year.

The Oncor Residential and Small Commercial program web site includes a separate Small Project Option application and standard contract to be utilized by Small Project Option applicants.
Small Project Option service providers will receive a fixed price per kW and kWh of savings. This "standard offer" price is the same for all service providers in the Small Project Option. The terms of the "standard offer" are outlined in the SOP Agreement for each project sponsor. A sample of the SOP Agreement for this project option is included in Appendix A of the Residential and Small Commercial Program Manual.

Maximum Invoice:
- $5,000 per invoice up to $100,000 of the Small Project Option budget or 20% of the RSC SOP budget inclusive of affiliates.
